"As a result of flooding that occurred in New York State
between May and August 2000, a Presidential declaration of
disaster targeted 28 counties to receive federal assistance
to repair public facilities. At the Disaster Field Office
in Albany, New York, Ms. Pauline Bartel was employed by the
Federal Emergency Management Agency (FEMA) in August 2000
to plan and prepare a brochure of 'Mitigation Success Stories'
in New York State. This project was part of a community outreach
program to motivate local communities to plan and implement
mitigation measures that would reduce flood damage in future
events. It was identified as a high-priority project by the
Federal Coordinating Officer.
Although the conceptual parameters of the Hazard Mitigation
Program were new to Ms. Bartel, she quickly absorbed the relevant
program information and led a team of mitigation specialists
in the preparation of a four-color brochure. The resulting
brochure was a high-quality professional product that was
highly appropriate for the targeted audience and has received
outstanding reviews from local, state and Federal officials.
Ms. Bartel's expertise and professionalism were key ingredients
in this very successful project, and FEMA is grateful for
the opportunity to have had Ms. Bartel as a member of the
Mitigation team."
